“Berlin is poor, but sexy.” That’s how Klaus Wowereit characterized Berlin in 2003 when he was mayor of the city. This mainly referred to the city’s massive debt, which then amounted to around €50 billion. Today, it’s at almost €60 billion, but it has been declining for some years now. The city has therefore not become richer. But Wowereit certainly wasn’t thinking of its shopping centers: How do retailers, project developers, and investors think of the city?
